Blinding foes seems like a great tactic for a rogue who otherwise couldn't set up sneak attacks, both for the damage and to hamper the foes (50% miss even with the right square, and no targeted spells).

OA had the (ridiculous) eggshell grenades, 10 gp or so and could blind with no save (only a ranged touch attack IIRC).

Are there others? Like some sort of throwing dust or sand? Or bags you can try to 'snare' other people's heads (apparently a historical tactic used by muggers I believe)?

Also curious about good wands or other magic effects for this - Glitterdust, Obscuring Mist (if you have blindsight), Blindness/Deafness itself, or other spells that can deny foes their Dex to AC (like Grease and Black Tentacles.)

Am particularly interested in nonmagical tricks, though, b/c of 1. fun thematics / the appearance of a 'resourceful' character 2. they tend to be dirt cheap 3. a nice resource in an antimagic field or against foes who can see invis/ethereal (which may deny a high level rogue their usual magic trick, like a blink ring or Gr. Invis wand).

If you're willing to burn a feat and pump your WIS a little bit (it's meant for Monks), Sand Dancer (from It's Hot Outside) does precisely this.

Can't think of many non-magical ways to blind, but here are a couple other ways to blind you didn't mention:

Depending on your tolerance for cheapness, Spell Compendium has a 2nd level druid spell: Blinding Spittle. No save (though it does allow SR), ranged touch attack (albeit with a -4 penalty). Instantaneous duration means it lasts until they take a standard action to wash out their eyes (which means they lose, if they don't have the means to do so handy). Low level means it's cheap on a wand/scroll, handy for any rogue.

Everbright weapon enhancement from Magic Item Compendium, 2,000 gold flat cost to a weapon. 2/day lets you try to blind everyone within 20ft (low Will save though).

Suggestion: Throwing a bag over someone's head.

First you need to hold the bag in at least two hands. Then you need to start a grapple with a -4 penalty to the touch attack. If you win the first grapple check you've pulled the bag down over the subject's head. The subject is now bagged until he escapes from the grapple, or another character pulls the bag off his head (a move action if the bagged character is pinned, a standard action if the character is grappling).

The effects of being bagged will differ depending on the nature of the bag but will typically mean the subject is blinded.
