Barbarian 1, trading out fast movement for pounce, Complete Champion. Trade regular rage for the whirling frenzy variant, from Unearthed Arcana. Get an extra attack and +2 AC instead of +2 will saves and +4 con. Pretty baller.

The above comment by Faceroll has the best way. Also, there's Catfolk race and the feat Catfolk Pounce from Races of the Wild.
