I understand the basic idea: polymorph into a high-CR dragon, or balor, or whatever, then cast it again to assume the form permanently, since the spell checks against your present form. Or just cheese the duration by picking a race that's abnormal enough to be related to a monster that you wish to become (tiefling, dragonborn, and such).

However, Polymorph Any Object behaves as Polymorph. It doesn't give any exception to Polymorph's 15 HD limit. Most of the forms with good physical ability scores and HD that low would be unable to use a PC's magic items, and dragons, in particular, below 15 HD are pretty underwhelming.

How does the Wizard turn his buddy into a Wyrm?
