There are a couple guides out there on re-colouring skins and look simple enough that even I could do it.

Making new animations or changing the character model takes more effort and some modelling software.

Any particular reason why you didn't ask this in the main League of Legends thread (http://www.giantitp.com/forums/showthread.php?t=192695)?
