Explaination needed!

Hi everyone, sorry but I'm pretty new here. What in the nine hells are Tiers? I get the idea, truly, they are power levels attributed to all the different classes, but could someone give me a firm definition, or at least a good idea of how to form my own?!? NEED INPUT!

Essentially, it's a ranking of classes based on potential capability inherent to the class. Optimization or incompetence can raise or lower a class slightly, but in general the listed classes are as powerful/versatile as indicated on the tier list.
