There are a few ways to get it, but it's not the only reason; there's climbing and teleportation as well, and characters with higher speed. You always want at least one ranged option.

I don't think it makes any difference on the outcome since Veri had javelins left, but I believed it was said that a thrown weapon that misses Touch AC uses the scatter rules instead of landing in the targets square

Hm, really? Well, as you say, Veri had 5 javelins, and we were within the first increment, so it wouldn't have made any difference.

well, technically it wasn't an official ruling since Psidog was a match participant when he said that. (http://www.giantitp.com/forums/showthread.php?t=149437&page=4#99) Some time ago it came up again here(in lieu of a thrown sunrod) (http://www.giantitp.com/forums/showthread.php?t=167771&page=46). It's still ambiguous to me because of the Missing with a Thrown Weapon diagram(text and title suggests it covers every thrown weapon, but it accompanies the splash weapon rules, which suggests it covers only them. Call it a flaw in editing)
but either way, you had enough javelins
