Just what it says on the tin. What level would a party have to be to take down dragons that didn't cast spells? Assume that the dragons are still super intelligent and fully capable of using their wealth to purchase protective items and such.

Well, if you use the XORVINTAAL template from MMV, you can remove the spellcasting while keeping the dragon the same CR.

If you want them to act more like dragons and not spellcasters shaped like dragons, try taking away their casting and giving them as many martial adept initiator levels as they would have sorcerer levels.

Funny, that's exactly what the Xorvintaal is supposed to do. Give them the ability to do more damage if they choose to breath weapon as a full round action, roars that do sonic damage....

Arcane Strike feat?

Levels of warlock class features, if that's not too spellcasting-y. Although the eldritch blast will be flat-up weaker than their breath weapon most of the time, and the invocations are basically spells.

Levels of rogue class features.

A bonus feat per lost spellcasting level, or 1:2 like a fighter.

The Wyrm of War sovereign archetype in Dragons of Eberron allows a dragon to trade spellcasting for Tiger Claw maneuvers. It also gains a few fighter bonus feats based on its HD.

And MMV has exactly what I was looking for. Thank you.
