I heard this item can allow my character to add my Charisma modifier to my weapon damage rolls?

Where can i find its complete description? Can anyone post it for me (include GP value)?

Yes, they are, which is the only reason I ever remember them because I'll be danged if I can recall what is in what Dragon, or have access to the vast majority of them. (Bonus value: Dragon Compendium is generally considered more legit than the original Dragon Magazines, for being a proper hardcover splat and also having gotten another edit pass on some of the stuff.)
