Assuming you are referring to Spirit Lion Totem in CC, not Lion Totem in Unearthed Arcana, yes. Almost every optimized melee build dips it.

Pretty much, yeah. One of the easiest sources of Pounce, and rage/frenzy lends itself to many a fancy trick.

Low to mid it is great, especially low (where is is one of the most powerful class features)

At high level it's not that great. If your a melee build starting at a higher level the Feral template is much better. There are also a few others ways to get the same benefits that work just as well, they start popping up at mid level but by high level are equal to better than Spirit Lion Totem.

Why would it be great at low level? Unless you're TWFing, your full attack and your standard attack look pretty similar until 6th level.

There are lots of tricks to get extra attacks at lower levels, not just TWF. If your building around Spirit Totem Lion you should defiantly get used to maxing your attacks.
