I have a character concept to be used sometime in the future. See the title.

I want a melee character based on getting lots of extra actions and then having something useful to do with them.

Since the campaign I'd use it in is going to be gestalt, the classes that spring immediately to mind are Warblade or Factotum mixed with a Psion(Nomad). The character would then abuse Synchronicity and Linked Power, Anticipatory Strike, Temporal Acceleration, Hustle, and similar powers. Dimension Door and Teleport represent super-speed, and other powers can be made to look appropriate.

Warblade: Maneuvers roflstomp things pretty well, full BaB means a fourth iterative, many Diamond Mind are thematically appropriate.
Factotum: Cunning Surge, INT synergy, needs lots of Font of Inspiration to synch up with my vision.

Are there other options that work that I haven't considered?

What specific strategies and combos work for such a character to contribute meaningfully in combat?

No proper name for the character yet, but "Exarch of Time" is a pretty cool title.

What race?

For extra actions, the choker is a fairly good candidate. You can get some sick moves with a choker warblade which spams 2 manuevers each round.

There is also a PrC from...Either complete Psionic or EPH that is a manipulator of time. Gaining extra actions and the ability to move time foward a few rounds. Probably to negate round based damage/effects. Kinda monk flavored though, but worth checking out.

Swiftblade (http://www.wizards.com/default.asp?x=dnd/prc/20070327) seems pretty much perfect for you. They make great gishes.

Riven Hourglass (http://sorcererstudios.com/showthread.php?15-Riven-Hourglass-(alpha)) is a homebrew martial discipline that focuses on time-manipulation. (There are ways to combo it with Diamond Mind and Jade Throne to break one's game in half, but it's actually fairly nicely balanced on its own.)

Eldariel's Ephemeral Blade (http://www.giantitp.com/forums/showthread.php?p=5883542) PrC has some time manipulation abilities as well as some space manipulation abilities. It's also very martially oriented. Slap it together with Ardent with the Time and Freedom mantles and something like Warblade or Swordsage and you're good to go.

Indeed. There's a homebrewed base class (http://www.giantitp.com/forums/showthread.php?t=192259) version too if homebrew is allowed.

You'll get a lot of mileage out of Factotum 8/ WarbladeX/ Whatever-makes you-happy Y

Remember that most maneuvers (strikes at least) are a standard action to activate. so, no matter what your BAB is, you'll only make 1 per round. Factotum 8 breaks that wide open with cunning surge and lots of FOI feats. You can also pick up Haste, Slow and a few other goodies for your factotum SLAs for added manipulation. If you want to nova, you full attack and then rattle off 2 or 3 maneuvers and a spell and most things will be thoroughly squish.

Also take the Skill Trick that lets him run on walls. Or the Up The Walls feat, either way.
