Undead controlling HD?

Animate dead has a HD limit of how many undead you can control. The zombie has twice as many HD as the base creature. Is the control limit calculated from the HD of the base creature, or the HD of the zombie?

For example, if you have an orc that has 1HD, and you reanimate as a 2HD zombie, does it take 1HD away from the control pool, or two?

If two, it seems like it'd make all non-flying zombies suck pretty bad...

Its 2HD, and yes zombies aren't that good, although hydra zombies can effectivly full attack.

Zombies are only good in a limited subset of situations. They do have twice the BAB of their skeleton compatriots due to the way that undead have 1/2 BAB though. Ogre Zombies with greatclubs or something similar are supposed to be at least somewhat viable instead of just making them skellies.
