Awaken Construct is identical to the version in Savage Species, as far as I can tell.

It doesn't easily work on golems, though. It's SR: Yes.

Stone Golems are your best option, I think, here.

Alternatively, there's Rudimentary Intelligence from Dragon #327 which would give the Golem/Construct half its creator's CL in intelligence right from the get go, but the creator needs to take it as a feat.
