In a new campaign, I have a player playing a 1st level wizard. The wizard in question has 18 INT. Now, as far as I can tell, 18 INT gives you 1 bonus 4th, 3rd, and 2nd level spell slots, and 2 bonus 1st and 0th level spell slots.
When one uses a metamagic feat, it only raises the level of the slot the spell is prepared in, not the actual spell level. Theoretically, if one were to use maximize spell on a 1st level spell, would you be able to use that bonus 4th level slot to prepare it?

You get the spell slots when you get access to spells of a certain level through class progression, but not earlier. So you could use that bonus 4th level slot to prepare a metamagicked spell, but not until you reach level 7 (barring certain tricks).

Also, 18 Int only gives one level 1 bonus spell (http://www.d20srd.org/srd/theBasics.htm#abilityScores).

Ok. That's fine too. On a somewhat related topic, at what levels do you gain ability score increases?

Every 4. So 4, 8, 12, 16 and 20.

So long as I'm here, it seems worth pointing out that a high Intelligence score doesn't grant wizards extra cantrips.

Bards get 0 spells to their highest level at some bard levels. This is different from no spells in that you can add bonus spells to 0, but not to -.

That looks like a house rule to me; you don't get bonus cantrips. Check the table (http://www.d20srd.org/srd/theBasics.htm#tableAbilityModifiersandBonusSpells) .
