Well, not precisely, but a Chelaxian Inquisitor heavily inspired by him to be a recurring antagonist in my current game. My current thought is either an Inquisitor; Bard (Detective); or Rogue (Investigator) or (Spy). In any case, a charisma and intelligence heavy build, since his main focus isn't going to be actually fighting the characters (he has a pet Hellknight for that) but working out what they're doing and playing mind-games with them.

I'm quite new to DMing (this is my first campaign) and all the antagonists I've statted out so far have been with the focus on how they'll fare against the PCs in combat, so I was hoping that you all might be able to help give tips on how to build social focused antagonists.

You likely don't need to stat this guy up.

In general, you probably don't need to stat up social antagonists. Just keep their actions to things that could reasonably come from an appropriate build. Unless your PC's have a tendency to randomly kill people.
