ETA: But it has far more pre-reqs that Power Attack (Power Attack is even one of the prereqs) and I don't remember there being a 2:1 for two handed hurling.

Just play a bloodstorm blade from tome of battle.

Then use power attack.

Yes there is, by the exact same name no less. Complete Adventurer page...111. You require Brutal Throw (same book, pg. 106) and Power Attack to take it, along with the standard Str 13.
