Psychic Reformation and the like.

I'm looking for one of a few things. One, is it possible to use Psychic Reformation as an arcane spell through some feat or the like? Two, is there some other way of rearranging skill points? Three, is there a monster that can use Psychic Reformation or one of the other rearranging methods?

The DMG 2 PHB 2 offers retraining rules, which you can make use of in limited ways for free once per levelup.

Limited Wish should be able to do it, counting Psychic Reformation as equivalent in power to a same-level spell. Even if you count it as a non-wizard spell of a prohibited school it's still a low enough level to be duplicated.

If your campaign setting has 9th level Psions floating around, you should be able to hire one to manifest the power on you, too.
