Magic animates this red, solid glass arm and provides Jevicca with all sorts of enhancements and combat capabilities. These include a +2 bonus to Strength, +4 bonus to Constitution, and +2 bonus to Dexterity, plus the following bonus feats: Deflect Arrows, Improved Grapple, Improved Unarmed Strike, and Stunning Fist.
Strong transmutation; CL 15th.

What is exactly the red glass ?

What spells did it need to create this arm ?

Sorry I'm not too familiar with Ptolus.

Is this an artifact, or a normal regular magic item?

It seems to have been intended to be used by Jevicca, and Jevicca alone.

But anyway, it would probably require the creator to have the feats Deflect Arrows, Improved Grapple, Improved Unarmed Strike, and Stunning Fist, be created with Craft Wondrous Item, require the spells (but not limited to them): Bull's Strenght, Bear's Endurance, Cat's Grace, probably Major Creation and ranks in Craft (glassmaking)...

It sounds as if it's a graft. That would imply it was done by somebody else, and Jevicca was just the person on the operating table getting a glass arm.

she created her own magical prosthesis out of red glass.

So, it didn't craft by an other.

During the creation, other people can provide spells, feats etc but the have to be present for every day of creation, so she could have had someone with those feats helping her....

Or it just breaks the rules, because it's an artifact and can do stuff like that.

It's not an artifact.
From p.638 there are a list of magic items, and artifacts.

And Jevicca's arme is a wondrous item.

pg. 638 of what? Is it a third party book? It may well have never been meant to follow rules. Also are those untyped bonuses their not identified in text? Very sloppy on the writer's part if your direct quoting.

If you quotes it's rules text exactly it's an incomplete entry that wasn't given due diligence you would need to make decisions like what type those bonuses are and if cost reducers like only usable by Jevicca apply.

Since it's not in bold or italics I'd guess that red glass is glass that happens to be red.

Is it a replacement arm? If so it would require the create graft feat.

It's a book from Monte Cook with background, the description of Ptolus (city), adventures.

It's a replacement.

So, we've provided you with the 3.5 Magic Item creation rules that would support making an item with the stats you've given. Whether or not they make sense is up to you to resolve from a fluff perspective.

The fact that it's from a 3rd party source means that the item likely doesnt follow the 3.5 guidelines for creating magic items.

There are no listed rules for Craft: Glassblowing so you'd need to houserule something there.

Other than that I think we've gotten you about as far as you're going to get without asking Monte Cook.

Damn, that is a really hard to locate book. Anyway, it seems to be a wondrous item created by Jevicca. It is not intended to be craftable by PC's. The item's stats indicate what it can do, what aura it would have and the CL needed to suppress the item.

If you really want to craft such an item, the best idea is to talk to your DM and try to roleplay it out. Maybe she could help you out with a similar graft if you somehow lose yours fighting a dragon or something.
