Divine Defiance and Bone Talisman

We have a player who suggests that he can use the Bone Talisman (http://www.wizards.com/default.asp?x=dnd/mb/20040721a) spell in concert with the Divine Defiance (http://dnd.savannahsoft.eu/feat-655-divine-defiance.html) feat to effectuate an effective dispel magic strategy. What do you think? Our group is divided.

Sure, but only once, and only if he has Dispel Magic prepped. You only get one turn attempt out of each casting of the spell.
