Grappling and manacles

Is it possible, and what rules would be needed, to grapple some one than put a set of manacles on them? I have an idea for a bounty hunter-ish characters in more modern D&D setting (not quite D20 modern).

Grapple, pin, then win another check to bind.

Also look into the Justiciar prestige class in Complete Warrior, which is specialised in doing exactly this.

Have a look at the Justiciar PrC from Complete Warrior. It gets a "Hog-Tie" ability at 5th that is exactly what you're asking for.
