I need help build a plot for a GURPS game in a steampunk/mad science setting. I was thinking of a high fantasy steampunk with steam and gear automaton, frankstein-esque science and experimentation, some tough monsters lurking outside civilization's reach (with some more manipulative one operating within cities "Jack The Ripper" style) with an order of monster hunters (Witchers and/or Grey Warden style).

Anyone have some inspiring thought?

Since GURPS is a super open ended system you need to have a concept of what the sort of adventures the players will be going on, that way they know what sort of abilities will be relevant to the campaign. If everyone shows up with points in Kill! and Maim! but the adventures are all complex social interactions with well-to-do socialites everyone will probably be pissed. Likewise if someone gets Rapier-24 only to learn that most of the human enemies carry guns and all the monsters have DR 15 and enough strength to cave shatter their sword if they tried to parry

I recommend reading all the Warmachine, Hordes, and Iron Kingdoms fluff you can get your hands on. Privateer Press has built an awesome setting that may convert well to GURPS. (I say that because I don't actually know anything about converting stuff to GURPS.)
That setting has all the stuff you are asking for.
All.
Of.
It.
And it is awesome.
AWESOME!

ANYTHING can be converted to GURPS. That is both the beauty and the horror of the system.

Iron Kingdoms is my fallback anytime anyone anywhere says, "Steampunk."
I recommend it because I play it. d20, Warmachine, Hordes. I play all of them, and I find them to be a completely immersive setting with an interesting, rich, and ever-evolving storyline.

There will supposedly be an announcement at GenCon about their update of the Iron Kingdoms RPG. They're talking about an entirely new system for it.
