i think that half fiend gives +4 to int but not sure

edit: half illithid and spellwarped gives +4 int as well which i believe is the max for a single template

also all of them are under +4 level adjustment but i can't be sure until i look

edit2: just confirmed

half fiend is in the srd +4 level adjustment
half illithid is in fiend folio +5 level adjustment though
spellwarp creature is in monster manual 3 +3 level adjustment and turns you into an aberration

Primordial Giant gives either +2 or +4 INT for +0 LA, but requires that you already be a giant. The easiest answer is to slap it onto a Half Giant, meaning +1 LA.

Dragonwrought Kobolds can get a free +3 INT by virtue of aging. Throw on Spellhoarding Dragon for another +2 or +4, all at +0LA.

Don't Drow get -2 Con +2 Dex +2 Cha and +2 Int for there +2 LA?

Spellhoarding is only a +2 INT. Why not use Riddled instead? It's a +6 INT boost, which when added to the +3 for aging has a +9 INT total. And it's easier to apply, too.

Why not both, then? I forgot about Riddled, but Spellhoarding turns all of your sorcerer casting into wizard casting, which is why I prefer it.

I'm not sure if you're able to add more than one Psychosis template to a dragon, though even if you were, I think the DM might frown on it (unless Blood_caller happens to be the DM, in which case it just needs a bit of justification for both templates).

Riddled also sets INT as your primary spellcasting stat, though it doesn't change the spellcasting itself from sorcerer over to wizard.

Well, in addition, the templates from phsychosises are LA-, so it may be debatable whether you can even get them.
