[D&D 4e] Any Pokémon as a player race

Title says it all. I whipped up some quick rules on how to convert ANY Pokémon into a playable race. I'm sure it needs some fine-tuning, but this is simply my first version of these rules.

Any ideas as to how I could improve this? I realize it's not yet (nor is it ever likely to be) a perfect system.
