Can a spell cast from a wand work with this feature? For example, could one twin use a wand of Cure Light Wounds on himself, but transfer the healing to the other twin?

Spells cast from wands are spells.

Spells cast from scrolls are also spells.

So yes. Why woulodn't it? They're spells.
