I've seen numerous references to gain flaws in exchange for more feats (seems very reminiscent of L5R's [and other] system of Advantages/Disadvantages).

Is there anywhere where this is described (including fluff, mechanical effects, etc) for free?

There are additional flaws in a couple of issues of Dragon, on top of those in the SRD - but you'd need to track down the issues to access them.

And do you know which issues of Dragon by chance? I have no idea how much is archived by WotC, but since I have DDI, I can access any Dungeon/Dragon stuff they have.

Unearthed arcana(it might have ben another book, not sure) specifically allows for creation of new flaws so might as well try for one.
Most important thing to remember is your DM usually doesn't give you flaws. Picking flaws that fit into your characters backstory/are amusing slightly improve your chances. Picking flaws that don't affect you at all will smell like munckinry and your DM might just downright refuse. Although SRD says you usually take flaws at creation, smart role-playing might let you take some of them anytime.(eg. losing a lot of enchantment saves might leave you permanently wooblied and eligible for mental flaws)

There is a flaw in Eberron I think it is in Dragonmarked which makes you excommunicated from the dragonmarked houses.

You can also make up your own - the recommendation is that each flaw should be worse than feats are good. Does that make sense? Basically, if there's a feat that increases an Ability Score by 1, the equivalent flaw would decrease it by 2.
