Trying to make cole from infamous

hey guys does anyone know how i'd make cole from infamous in DND 3.5?
abilitys he needs are;

lightning powers pretty much at will
gain hp when hit by lightning
good umarmed combat

then other cool things lol

going from lvl 1 if possible and assume point buy :)

There's a really obscure race of Planetouched in the Fiend Folio called Mechanatrix. They have +1 LA, can use Shocking Grasp at will once per day, and are healed 1 point for every 3 points of electricity damage that they take. They also have Cold Resistance 5 and Outsider traits, so in general it's a pretty good buy.

There's a Lightning Gauntlets soulmeld that allows you to make an Electricity touch attack at will. But the damage doesn't scale well above low levels.

Unarmed Combat is fairly strait forward (http://www.giantitp.com/forums/showthread.php?p=7081777) to optimize. Looking at that list, nothing screams Infamous to me. Though I'm sure we could cobble it together with a Monk/Psychic Warrior Tashalatora or Binder/Sorcerer/Anima Mage build.

That race with psy war for the bigger blasts would be good. Though i'm sure there is a class that gets at will lightning blasts, though I cant think of any. Maybe a feat for warlock to change eldritch blast to lightning damage ect.

Actually looks like Mechanatrix's shocking grasp is 1/day.
