If a half celestial lycanthrope (or half fiend) were to occur would you were animal levels be animal levels or outsider levels as per the half celestial description?

Animal HD would stay animal HD. Half-Celestial/Fiend is an inherited template, so it's not a human cursed to become a half-celestial wolf, it's a half-celestial human cursed to become a wolf.

Lycanthropy can be inherited instead of acquired, and in fact a half-celestial could not even become a lycanthrope (wrong Type). Half-celestial would have to be applied second, and so would affect the HD gained from lycanthropy.
