I'm playing a Valenar Scout (aka mounted ranger) and have a valenar double scimitar as my weapon and was wondering what would be the best weapon properties for mounted combat

Can't go wrong with Valorous.

You probably knew this, but you should probably spec into Revenant Blade as it's made for similar characters and it's capstone is very nice.

Smoking is also good. Granted, it only works in the square where you start your turn, so it's crap for AOOs that are caused by movement. (Lords of darkness.)
Other issue is that smoking only covers a single square. So to work for you as a character mountd on a horse or other large creature, you'd need 3 more smoking weapons for full effect. Armor spikes, shield spikes (animated shield), spiked gauntlet.

Double spell storing is nice on double weapons in general.

Grants you miss chances. Also a minor 'stinking cloud' effect on anyone who tries to enter your square. In Lords of Darkness, as I said.
It grants half concealment, so 20% miss chance I believe.
Believe it or not, that's better than high AC, especially at later levels when monsters have attack bonuses of +Yes. It can also stop crits and sneak attack.
