Power attack can be aplied to most strike maneuvers, and some of those count as charges for leap attack for example.

But can I use the "Dual Strike" feat (CAdv) in a standard action strike maneuver? like those in the Diamond Mind dicipline?

The feat itself requires a Standard action to use, so no.

By RAW no, but I'd allow it, simply because TWFing can use all the help it can get.
