[3.5] Anauroch: Empire of Shade - Starting Level Does Not Compute!

In the module Anauroch: Empire of Shade, what is the expected party level? The cover says levels 9-13, but the intro says the party should start at level 13! The previous module in the series seemingly has an expected starting level of 9.
