As a multiclass psion with the practiced manifester feat you gain a manifester level of up to +4, which allows you to spend power points that would be enough to manifest powers two levels higher than the maximum power level for a psion of your class. With the Expanded Knowledge and Epic Expanded Knowledge feats you can learn additional powers, but the maximum levels of powers you can learn is still determined by your psion level and not your manifester level.

As a psion 2/rogue 4 with Practiced Manifester and a ML of 6th, is there a way to add 2nd level powers to your powers known?
As a psion 2, maximum power level is 1st, and Expanded Knowledge allows you to learn a power of one lower than your maximum power level.

The only way I am aware of is using the Mind Mage prestige class from DR 313 that has a heighten ability that works pretty much identically to heighten spell, except you get to use it for free a number of times per day equal to your Mind Mage level and it only raises a power one level. Be an erudite, and you can learn a power as high as you can manifest.

Unfortunately, while DR 313 is 3.5, it came out after the Psionics Handbook but before the XPH, so it is in a weird rules limbo.

It's a progresses both arcane casting and manifesting, at 8/8. Hard entry requirements. Not very helpful for what you want, but hey, it's here for completeness.

The character will still be constrained by maximum power level known, regardless of whether or not they are capable of manifesting said power.

This makes them unable to learn powers over that cap...Psychic Chirurgery will be capable of adding the desired powers to the Psions powers known as long as they are capable of manifesting them.

A fairly expesive proposition even if you can track down a 17th level Telepath.

Oh damn, yeah, that table makes it hard to actually manifest the powers you learn. Technically, as an erudite, you a can be learning up to level 9 powers if they're on the general psion list and you make your psicraft check.

an ardent could do it trivially, if what you want is psionics, but everything with a MPLK needs trickery.

Do you actually need to me an ardent, or could you get away with having a mantle? (Ardents have mantles, right?)

an ardent, due to the class table not having maximum power level known.
