Quick question about prestigious character classes

This clause right here has me confused,"In general, any character who enters one of these prestige classes should gain access to spells unique to that class's spell list, at the same levels indicated for the standard class."

Is it the same character level or the same spell level? Would a 7th level cleric who jumps into prestige paladin need to wait until level 14 to use the 4th level paladin spells or can he cast them right away?

If it says Pal 4, they are added to your cleric's list as a level 4 spell.

it's from ue and it says "in general" -- that's code for "we didn't think this out properly, so you'll need to houserule it yourself."

and not even as in "we messed up balance horribly"; more as in "we know we have no idea how this should work"
