Different Sources of LA and Buyoff

If I'm, say, a Feral Goliath, do I count as having +2 total LA and it gets bought off at the same rate as if I had started as a Phrenic human, or can I buy off the +1 from Feral at level 3, and then the +1 from Goliath when I hit 3 again?

I assume it's combined to a single LA +2, but I don't have any actual quotes to back that up.

You have a single LA value at any one time, and that's what you reference when you look at the buyoff table. A Feral Goliath would have LA 2, and so would buyoff at 6.

Things get more interesting if you start with a single point of LA, buy it off, and then acquire another template...

Then there's Necropolitan, which technically doesn't have LA, but does cost XP to do. So you could possibly shenaniganize that to pay as little XP as possible...
