In the cleric spell "Hymn of Resurgence", the description states an affected enemy takes -2 penalty to defenses. It does not say how long this penalty lasts. There is an additional effect that lasts until the end of the caster's next turn, but the mention of duration is limited only to the second sentence.
The rules of English state that since the -2 clause is independent, it has an indefinite duration. The rules of D&D usually imply that encounter powers last until end of turn.
Who has precedence? Specific English, or general 4E?
