In a lot of threads people are mentioning ACF. I believe this is something you can swop special abilities with feats.
Can someone explaine what ACF means and where I can find the rulings for this?

ACF is Alternate Class Feature. In most cases, they are referring to the alternatives presented here (http://www.d20srd.org/indexes/variantClasses.htm).

Im a 2nd lvl bard and next level im looking for a way to swap inspire competence for a feat like melodic casting. In other threads people are talking about this and doing it with ACF.
But I cannot find this in the info you mentioned.

Hmm... I don't see it there either. I don't normally play as Bards, so I'm not knowledgeable with all the different options they have available. Could you maybe link to where people are talking about this ACF? Maybe I can provide more aid with that information.

Found it!!!

It is mentioned in the eberron campain setting. Its in the bards chapter.

It says you can swop feats for the bonus feat at 3rd 6th 12th and 18th.

If you're a Bard, I highly discourage you from trading out Inspire Competence for a Bardic feat. Why? Because Song of the Heart (ECS) has Inspire Competence as a prerequisite.

Don't swap your third level ability. Inspire Competence is needed for Song of the Heart, also in the eberron campaign setting.

I recommend swapping out Fascinate for Healing Hymn, then swap suggestion at 6 for song of the heart.
