It has a Dex/Size-Based AC of 23+, has an Attack of 12+, and Flight 60'. How do you kill it?

It's supposed to be a generic question, not one based on any particular monster.

Wait for it to come near and hit it real well or spells. Does this hypothetical monster have some ranged attacks, and what special properties might we need to consider?

Area of Effect spells/abilities/effects.

Have the entire party gang up and try to grapple. One of us will pull it off, then things get easier.

Mobs of commoners shooting at it.

What level range are you talking about? At least round 6 I presume?
A buffed (hasted and so forth) barbarian of the same ECL will have enough attack bonus and speed to annihilate it.
Lucky 20 can kill it outright.
A mage with 1lvl true strike cast can kill it like with one quarterstaff swing. :D
There are variety of spells starting from 4th level (full caster of at least 7) to put it out of its misery.
It is hard to give something certain unless you say who is to kill this monster.

I think this entire question is about killing a monster like that with a low-level party.
Touch attacks with touch AC of 23? With a lucky roll maybe...

Glitterdust. Now it can't hide, has trouble flying around, and its dex to AC is denied. Web is also a good plan.

control winds, preferably with some sort of wall for it to get flung into, either way it's getting grounded and probably taking damage

Get a Tanglefoot Bag to go off near it

Get into a confined space. Maybe move to a cave and hope it follows, then you can at least melee it.

Take its loot and walk ride away

Step one: Readied action, Color Spray when it attacks you. If this is low-level then it probably has low enough hit dice for that to have bad effects on it. If not, replace Color Spray with some other spell that has a similar effect.

Step two: Coupe de grace with your foot. (Step on it.) Or, more realistically, get the melee guy or Rogue to stab it.

If you are just going to pile on arbitrary qualities, I don't see any real point in this.
Things that burrow (http://en.wikipedia.org/wiki/Mole_%28animal%29) have very different qualities than things that fly. (http://en.wikipedia.org/wiki/Bat)
However, it still has to be above ground to attack, it's too small to pull a trapdoor spider kind of move, so the party readies an action to attack the thing when it pops up with a ranged attack. If it goes above ground and starts flying around, pepper it with arrows. That is how I would do it mundanely anyway, which is my preferred method anyway. Adding some low level magic, some floating discs and magic missile wands should take care of the wee bastard.

No reason magic missile or truestrike on the guy with the biggest ranged damage won't kill it.

If at low levels, then starspawn will give it to you, or a winged race. Higher up, Overland flight or the like.

Very few burrowing animals have something that lets them see out of the ground, and none have something that lets them see above ground when they're under. Flying up renders you invisible to a burrower.

Next: Generally light and fast creatures have poor fort saves, and rely on Dexterity. The Blindness Spell takes care of both, as well as cuts all those pesky movement modes in half. From there, it's mostly mop up, as the AC is likely lower. Also, blindness doesn't wear off, so the enemy can't retreat and wait it out, then return. If it runs, you've still beaten it.

That said, for ranged attacks, at level 2, an Air Goblin Fighter with weapon focus and a masterwork bow can have a +10 to hit, without anything incredibly amazing (18 in dex yields a 22 dex, +2 BAB, +1 WF, +1 enhance). By itself, that yields an almost 50% hit chance. At level 3, you open up options for Cat's Grace, you have an extra BAB, puts you up to +13 to hit, which is better than 50%.
