Not off rip, but Savage Species Anthropomorphic races would fit the bill. Anthropomorphic bats get like a +4 or +6 to Wis and I think they are a +0LA..and only one monstrous HD for like a total ECL of 1 :P

Zenythri (MM2, under 'Planetouched'), +2 Str, +2 Dex, +2 Wis, -2 Cha, 1/Day True Strike SLA, +1 LA.

Zenythri are lovely; I especially like that their actual origins are left in the dark. Would Survival be the 3.5 equivalent of 'Intuit Direction'?

As per the 3.0 -> 3.5 update instructions, yes.

The Jermlain (MM II) are an LA +0 race with +6 Dex and +6 Wis, but they have one Racial HD of Fey and are Tiny sized.

Actually, that Racial HD gets replaced by class levels. They also have -8 Str, -2 Con, -2 Int, and -6 charisma.
Assuming Wis and Dex are the ONLY two abilities you need, Jermlaine might be cool?

Really? Okay. The rules for making monster PCs in the DMG always confused me.
Anyway, if you're building a monk or a divine caster or something, yes, Jermlaine would be useful (Tiny nets it +8 Hide and +2 Size to AC and Attack rolls, though it loses 5' reach.)

If a monster with one HD ever takes a class level, that class level overwrites the original HD (or so I thought) leaving it with 1 ECL of HD. On the other hand if something with 2 monster HD takes a class level, it now has 2 monster HD and one class HD for 3 ECL of HD.

Empty Vessels (a.k.a. Chosen) from the Eberron Campaign Setting book have -2 str, +2 dex, +2 int, +4 wis, +4 cha. They also have everything a human has and most of the benefits that kalashtar have, minus a psionic spirit inside of them (yet).
They're officially set as a +1 LA race and mostly ignored by players, but probably one of the strongest +1 LA races on the list.

Jermlaine, with their substantial bonus to wis and dex, make great druids, especially with the Druid Wisdom to AC ACF in the SRD. Swordsage would be a good melee option, especially with Shape Soulmeld, as that can get you a "counts as light armor" with no max dex bonus.
I'd steer away from monk, as it doesn't increase the damage output enough to make a tiny creature worthwhile. Too many size penalties, too much strength penalty.

Pathfinder's Tengu (crow people) are one of my favorite races. They have a +2 Dex/Wis, -2 Con, bonuses to stealth and perception, bonus languages, and they gain automatic proficiency with all swords and daggers. 0 LA

Ive searched for the Zenythri (and found it), but where does it say you get +2 STR/DEX/WIS and -2 CHA?

Eberron books don't follow the same rules as the rest of D&D: The Monsters are all Elite Array-ed, making conversion even more difficult.
Inspired get no ability score modifications, but Psionics and the Quori Spirit

It is +6 to wis for the anthropomorphic bat.

If you go anthropomorphic bat or germlaine druid, make sure to cast a maximized empowered awaken on a small plant and then make it your cohort and your mount.

Then replace its 1 plant hit die with a class lvl. Then you got a bush cohort mount thats stronger, smarter, wiser, and more charming than you are and you can hide in it while you ride it. :smallsmile:

Or, instead of spending feats, just wear a Gnome Twistcloak from RoS. I think thats what its called. +1 Armor bonus exotic armor with no ACP so you don't take a hit for not having proficiency. The best part, no max Dex.
