If played it be more of a roleplay game I'd think because super heroes/villains don't actually have many powers generally except for a few of the really powerful ones.

So for example: Warlock, only using eldritch blast: Scott/Cyclops

Ignore all fluff of the class. Since Cyclops is obviously not a warlock.

I think there's better systems for this... personally I use Silver Age Sentinels (D20Modern/Tristat system mesh abomination) due to familiar ground.

Generally each pop culture character has to be handled on a precise and proper method. An important thing a lot of people (myself included until recently) fail to acknowledge is conceptualizing how such a character would fit into DnD.

That is to say there are two approaches.
1. How would X be made in DnD?
2. How would X function in DnD?

The second approach is much better as it breaks the vacuum of any standard optimization and allows a much more true construction.

But regarding your example of Cyclops instead of looking at Warlock (which with its focus on blasting is nice) perhaps a build like Evoker 3/Master Specialist X/Spellwarp Sniper X (focus on rays and heavy application of the Ocular Spell feat) would work better?

Also, I'd think that cyclops would have line attacks and cone (for the prolonged optic blast and a sweeping prolonged optic blast)

I'd suggest looking at Mutants and Masterminds, a d20 superhero system. It's not the best Superhero system, but the easiest analog to DnD.
