Shadowdancer is the most obvious answer. They get theirs at 2nd level.

Don't bother taking levels of a prestige class. You can buy a ring, or you can get it with 2 feats - Shape Soulmeld (Impulse Boots) + Open Least Chakra (Feet). Virtually anyone can do it at level 6.

If you're wedded to a PrC, then the Necrocarnate, Soulcaster, Totem Rager, and Soul Manifester PrC grant soulmelds and open your chakra slots as class abilities, so they all have access to Evasion by default. Totemist 2/Anything 3/PrC X or Incarnate 3/Anything 2/PrC X works fine.
