Reduced saves against fear?

Hello Playground,

I seem to remember that there was a certain class that gave a penalty to saves against fear/Intimidation to all nearby enemies for only a small dip. I thought it was Paladin of Tyranny, but that's not it. Can anyone point me to this class, if it exists?

Hexblade can do a lot of debuffs like that, I'm not sure if that's what you're thinking of though.

Binder can do it with the right vestiges. The feat Daunting Presence helps the goal. Dread Necromancer can be a good fear-monger.
