No. Goblins are particularly skilled at riding beasts. Their small size gives them a +4 size bonus on hide checks; they don't need a +8 total to hide.

If you look on the line right after the part saying "+4 to Ride", it specifically mentions Goblin cavalry, riding atop Worgs.

There is certainly a precedent (http://en.wikipedia.org/wiki/The_Hobbit) in fantasy literature, and D&D tends to make a hobbit of lifting ideas from that source.

Yeah, like the others have said, it's Ride. The Move Silently is there because it appears to be the only real common trait goblinoids share (bugbears, goblins and hobgoblins all have it).
