A question about Mea Culpa

The Mea Culpa rule means that you can't post something along the lines of "I know I can't say this, but...", but somethings been bugging me for a while. Is it against the rules to say "I'm sorry if this is breaking any rules..."?

When in doubt, PM a mod. I personally think that it is against the rules, however.
