Is it normal to think that the food they eat in oots sounds delicious? I mean things like Fireball-roasted giant snake monsters, Hydra head BBQ, actual wings from actual buffalos and gouda.

Thinking that the food they eat is delicious is quite normal.
It's like a person is telling you about something they ate in a foreign country that tasted good. You'd want to try it too

Fireball roasted anything probably wouldn't be very good, unless it's also good raw. The amount of heat created would probably be enough to burn the outside, but not much else.

So what would the level adjustment be to a metamagic feat that let spells cook what they kill to a perfect medium rare?

I think this isn't too much of a deviation:

Brian Jacques could make any food taste like the best thing in the world. His Redwall books always had the strangest foods, yet could still make you salivate just from reading the descriptions.

That's better for keeping food warm after it's already cooked, I think. What we need is Mesquite Meteor Swarm, BBQ Burning Hands, and Fricassee Fireball.

Prestidigitation is used to flavor food, as well. It doesn't matter if it's burnt, as long as it tastes the same.

It's a matter of texture as much as taste, though. As someone who likes his steaks rare, I can say that uncooked connective tissue is something that nobody likes dealing with.

Eh, Redwall's fare sounds perfectly normal to me. I think I'd like it better than OOTS food, mainly because I'm pretty meh about meat.

How about Chunky Kobold Salsa (made from Yokyok, Son of Yikyik)?
OR Roast goblins (can eating orcs,goblins, or elf count as cannibilism).
