The prices for pearls of power are just the level of the spell squared, multiplied by 1,000... you can't square zero, so how do you figure it out?

0 level spells almost always count as 1/2 spell level when it comes to making magic items... so i guess you'd just use that? so that comes out to 250 gp

Ah! Here's another question though; can you use a pearl of power to regain a lower level spell?

The spell must be of a particular level, depending on the pearl.

Based on the wording that the recalled "spell must be of a particular level", no, you cannot recall a spell of a lower level. However, due to the fact you can prepare a spell in a higher level slot, I would suggest this is permissible and might be an argument for spell levels counting as N, N-1, N-2, etc..
