Fastest way to acquire Charm Person/Monster as a gaze attack

There's the Eye of Charming magic item, but it costs much and is available when you have enough cash. What other, faster ways are there to acquire a similar or better effect?

Half Fey (Fiend Folio, of all places) gets Charm Person at will for +2 LA (with the 3.5 update booklet... assuming you're playing D&D 3.5...) and Half-Vampire (Libris Mortis,) has Charm Person (or Monstrous Humanoid...) as an at-will Supernatural effect as an option (Gaze minus the non-action bit). The Warlock's Charm invocation is an at-will spell-like Charm Monster, but has the pesky issue that it is limited to one target at a time.

I really think you're out of luck yet again. Gaze attacks are hard to acquire. And Charm Person as a Gaze attack is incredible; even at the level you get it, people still roll 1's on their saves. And because it's a Gaze, you aren't wasting actions by trying. Someone with that ability would be broken in many social or humanoid-heavy campaigns unless authorities caught on fast. It's huge.

Like I said in the other thread - talk to your DM. Homebrew something if they're up for it. But... man, I honestly think the price tag on the Eye of Charming is actually kind of appropriate. I wouldn't want it wandering around a game I was DMing.

Let's see.. you could Shapechange into a Ha-Naga (http://www.d20srd.org/srd/epic/monsters/haNaga.htm), a Spirit Naga (http://www.d20srd.org/srd/monsters/naga.htm) (Or possibly Polymorph + Assume Supernatural Ability), a LeShay (http://www.d20srd.org/srd/epic/monsters/leshay.htm).

Edit: Yep. There we go - you can have it at 9th level. Pick up Assume Supernatural Ability (Spirit Naga Gaze) (Savage Species) (this also requires you be able to change your shape yourself... but it's Charisma-based, so would make for a handy Sorcerer build...), and hire a casting of Polymorph Any Object. You can now Charm Person with a gaze until it's dispelled if you do it right (Kingdom - yep. Class is doable, as is "Same or lower Int", for +9 DF = Permanent)

Edit: Oh, hey: Metamorphosis + Assume Supernatural Ability. You need a manifester level of 9, rather than having nine actual hit dice ... and powerstones use their own manifester level. If you're an Egoist, a 4th level powerstone at manifester level 9 runs just 900 gp market... for a single use lasting nine minutes. A Dorjes would run 27,000 for 50 uses...
