Because he needs more critique, and I need more ideas.

THE BRONZE-TARNISHED HAWK
The Fire in the Blood, He of The Bloody Talon, He of The Sanguine Art, He Who Bleeds In Power

THE SANGUINE URGE (THE URGE TO IMPASSION)
Sanguine Urges drive their bearers to create or destroy passions in others, or to override their logic and reason entirely and leave them at the whim of their emotions. Careful consideration, denying one’s wants and unchanging emotional response to given stimuli are his antithesis, and he seeks to remove them whenever possible.
Possible examples of Sanguine Urges include:
Destroy the concept of Temperance.
Dissolve Yu-Shan into a state of lustful, violent anarchy.
Turn the all the Deathlords’ hatreds into love.
Bestow the entirety of the Five-Score Fellowship with a deep sense of admiration and respect for Infernal Exalted.
Twist the opinions of the Realm so that all within it simultaneously hate and lust for the Dragon-Blooded.

The Torment of The Bronze-Tarnished Hawk: When an Infernal with a Sanguine Urge reaches 10 points of Limit, his passions overflow and set his mind afire, conflagrating to such heights that love and hate become indistinguishable. As such, the Infernal’s objects of love and hate must be treated equally and with the most primal and passionate of responses – extreme, bloody violence. For one full scene, the Infernal suffers the same effects as the uncontrolled version of the Berserk Anger Virtue Flaw, save that the objects of his Intimacies, whether positive or negative, are his most preferred targets, above and beyond immediate hostiles.

INCONSTANT DESIRE DEVOTION (PRECIPITOUS FIAT)
When the Bronze-Tarnished Hawk alights on prey, he remains focused until finished. None may distract him from his task save himself. However, his attention is not absolute. To perform this Fiat, the Infernal must have a clear goal to be achieved during a scene, something important to him that must be done to further himself or his objectives. He must then drop this goal entirely to pursue something unrelated. When he makes this radical switch he rolls his Conviction and removes points of Limit equal to his successes as he plays to his immutably inconstant desires. The Infernal may only lose Limit in this manner once in any given scene, and he may not resume his previous task/ goal for the rest of the scene without instantly regaining the lost Limit.

First Sanguine Excellency
Cost: 1m per die; Mins: Essence 1; Type: Reflexive (Step 1 for attacker, Step 2 for defender)
Keywords: Combo-OK
Duration: Instant
Prerequisite Charms: None
The Bronze-Tarnished Hawk is sanguine, both in temperament and practice. To him, blood is both life and power, for it is the passions within it that drive one to change the world, a view informed by the fact that he feels his own emotions with unsurpassed intensity. His loves and hatreds are unshakable until they burn themselves out with their own potency, whereupon they fold like tin. His mastery of his own emotion allows him to kindle them in others as he sees fit. He Who Bleeds in Power delights in the sorcerous, for it allows him to make his desires a reality or punish those he despises with consummate ease and speed, permitting him to soar on to new focuses like a raptor on the wind, for he is as inconstant as his self-consuming desires. Only he decides what currently enthrals him, and he brooks no interference with those choices. However, he never ceases to love flame. His obsession with it has made fire his plaything, one he happily uses to light conflagrations that mirror those in his heart and mind. The Bronze-Tarnished Hawk does not walk when he can fly, for with the aid of a fire’s heat and his own flighty heart, he often finds traversing the skies easier than travelling on firm ground.

Characters may apply this Charm to any action that attempts to stoke emotion, as well as any attempt to build or erode Intimacies (regardless of them being positive or negative). Actions taken to protect the subjects of the warlock’s positive Intimacies or ones taken to harm the subjects of his negative Intimacies may always benefit from this Charm. Taking action based purely on instinct and emotion generally qualifies for enhancement by this Charm, as do attempts to manipulate or utilise fire and bronze. This Charm can never be used when the character places logic and reason before passion or emotion, nor can it aid actions to calm emotions or actions taken against the character’s will.

Sanguine Mythos Exultant
Cost: - ; Mins: Essence 3; Type: Permanent
Keywords: Native
Duration: Permanent
Prerequisite Charms: First Sanguine Excellency
The Bronze-Tarnished Hawk revels in his passions, and acting on them only serves to fuel the fire in his breast. The Infernal temporarily regains the use of a spent Virtue channel for any Virtue other than Temperance. If this temporary channel is not spent by the end of the scene, it vanishes. This Charm cannot restore more than one lost channel per Virtue at a time.

Blood Will Tell
Cost: - ; Mins: Essence 1; Type: Permanent
Keywords: Social
Duration: Permanent
Prerequisite Charms: None
The blood is the seat of all passion, and even a cursory examination thereof can tell you much, if you know what it is you seek. The Bronze-Tarnished Hawk has refined himself for just such a purpose. This Charm permanently enhances the Infernal’s reading motivation actions (Exalted 131), allowing the warlock to do as a reflexive action after only hearing a single utterance from his target, adding his Essence to his Perception rating for (Perception + [Investigation or Socialize]) roll.
At Essence 3, this Charm automatically upgrades. The difficulty for the reading motivation action is reduced by an amount equal to the target’s Compassion after all other modifiers.
At Essence 5, this Charm upgrades again. The difficulty of the reading motivation action is now reduced by an amount equal to the target’s number of Intimacies, rather than their Compassion.

Desires Hidden in Towers
Cost: 2m; Mins: Essence 2; Type: Reflexive (Step 2)
Keywords: Combo-OK, Social
Duration: Instant
Prerequisite Charms: Blood Will Tell
That which He Who Bleeds in Power holds dear will always have a place in his heart – until he, and no other, decides otherwise. For all others, they are as difficult to breach as a sorcerer’s sanctum. The Infernal may activate this Charm reflexively as a response to a social attack made to erode one of his Intimacies. Doing so permits the warlock to add his Conviction to his Dodge MDV or his Compassion to his Parry MDV against the attack.

Unyielding Obsession Devotion
Cost: - ; Mins: Essence 2; Type: Permanent
Keywords: Social
Duration: Permanent
Prerequisite Charms: Desires Hidden in Towers
Even if The Bronze-Tarnished Hawk should, in some moment of madness, consciously consider letting a passion heighten or fade at the behest of another, his heart remains inviolable, despite his wishes. This Charm enhances the warlock’s Conviction for the purposes of determining the number of scenes required to create or erode an Intimacy they hold against their wishes. Attempting to create or erode a negative Intimacy takes twice as many scenes as normal (Conviction x2), whilst positive Intimacies take a number of scenes equal to (Compassion + Conviction). These increases do not apply to any Intimacy the Infernal has chosen to create or erode themselves.

Passion-Genesis Prana
Cost: 6m; Mins: Essence 2; Type: Supplemental
Keywords: Combo-OK, Emotion, Social
Duration: Instant
Prerequisite Charms: Desires Hidden in Towers
Utterly confident in the security of his own objects of devotion, The Bronze-Tarnished Hawk’s understanding of intimate emotions is beyond that of any other. Such feelings are as clay in his hands. This Charm may be used to enhance social attacks made with the intention of establishing or eroding an Intimacy. Such attacks are rendered unnatural mental influence.
A second purchase at Essence 3+ also reduces the MDVs of the attack’s target, penalising their Dodge MDV by an amount equal to the warlock’s Conviction or their Parry MDV by the Infernal’s Compassion.

Blood As Body Meditation
Cost: - ; Mins: Essence 1; Type: Permanent
Keywords: Native, Stackable
Duration: Permanent
Prerequisite Charms: None
He of The Bloody Talon is the only one to have realised the truth about mortality: you only truly die when all passion leaves you. Thus, the passionate are the most resilient of all, and none are more passionate than the Bronze-Tarnished Hawk. This Charm may be purchased multiple times, but shares a maximum number of purchases with Malfeas' Hardened Devil Body - no character may possess a total number of purchases between these two Charms greater than the lower of (Stamina or Resistance). Each purchase grants the Infernal a number of -4 health levels equal to the dots in his primary Virtue. Should the warlock’s Virtue ratings change after the purchase of this Charm, his health levels change accordingly.

Sorcerous Enlightenment of The Bronze-Tarnished Hawk
Cost: - ; Mins: Essence 3; Type: Permanent
Keywords: Native
Duration: Permanent
Prerequisite Charms: First Sanguine Excellency
Sorcery is one of the great, truly eternal loves of He of The Bloody Talon. Yet, for all his mastery of the three Circles, even he has spells that come more easily than others – and some that come to him not at all. Spells that create, conjure, empower or intensify flame or heat reduce their cost by 10 motes and 1 Willpower when cast through He of The Sanguine Art’s sorcerous initiation, for he loves fire for the uses it has, and for how it mirrors the conflagration that is his heart. However, the Sorcerous Enlightenment of The Bronze-Tarnished Hawk cannot cast spells that restrict, calm or destroy any emotion other than calm, for He of The Bloody Talon draws his power from emotion, and to him calm is no better than a dearth of passion.

Inner Fires Unchained
Cost: 8m Mins: Essence 3 Type: Simple
Keywords: Combo-OK, Obvious, Shaping, Sorcerous
Duration: Indefinite
Prerequisite Charms: Desires Hidden in Towers, Sorcerous Initiation of The Bronze-Tarnished Hawk
The Bronze-Tarnished Hawk is known as The Fire in the Blood, for it is blood that carries emotion and urge within its crimson flow, and his emotions and urges burn hotter than any other creature will ever comprehend. Upon activating this Charm, the Infernal’s eyes alight with small flames of deep crimson, and his body temperature skyrockets to typically unhealthy levels, though this causes the warlock no harm.
This Charm allows the Infernal to Shape crimson fire from nothing but his own burning emotion and body heat, using it as weaponry capable of bringing the full weight of his ire down on those he despises. The transcendent flames produced by this Charm have the following statistics:

Inner Fire Unchained: Speed 5, Accuracy (Willpower + Conviction), Damage (Essence)L, Defence (Willpower + Valour), Rate (Essence), Range (Willpower + Conviction)

The damage dealt by the fires is piercing. The flames may also be used to parry incoming mundane projectiles, represented by the parry option provided by the Charm’s Defence rating.

Sacrificial Sorcery Scarification
Cost: - Mins: Essence 4 Type: Permanent
Keywords: Overdrive
Duration: Permanent
Prerequisite Charms: Blood As Body Meditation, Sorcerous Enlightenment of The Bronze-Tarnished Hawk
The Bronze-Tarnished Hawk knows that blood is power, and so welcomes the harm his opponents bring him (or the harm he brings himself). After all, as the fools cut into him, letting his lifeblood soak his skin, they only invite greater, blazing retribution. This Charm creates an Overdrive pool with a capacity of 20 motes. Initially empty, motes are added immediately prior to any of the warlock’s combat actions if he is suffering from a wound penalty. A number of motes equal to the highest current wound penalty the Infernal is suffering are added each time. The motes generated by this Charm may only be spent on Charms typically permitted by the Overdrive keyword that also possess the Sorcerous keyword, or on actual sorcery.

I'm not that great with charm design, but I noticed a potential problem.

Overdrives share a single overdrive pool. If you buy two overdrives, their pools stack (up to 25), and either can be used to fill the pool up to max. So the way in which that overdrive charm is set up might be a bit problematic. You'd essentially have to set up a second overdrive pool.

I'll have to clarify that, the motes in Sacrificial Sorcery Scarification are intended to explicitly only be usable with Sorcerous Charms that fit Overdrive's other restrictions and with spells.
