Basically, there are a number of projects I am planning on undertaking soon and need a website in order to do them. The question basically comes down to how do I make/get one? Like, is there a place online I can do this? I know a little about Dreamweaver. Freshman year of college I took a class that was part a tutorial of Dreamweaver. Would I have to buy Dreamweaver in order to do this. I know these are some broad questions and the process to do this might be a lot of work. If that's the case, I guess I'm fine with just making a blog. Those I actually know how to make, but I want something that looks a little bit more professional.

There's a lot of websites you can find that allow to create a website for free. However, most of the ones that allow you to create on for free also allow you to suscribe to get more features, at the cost of $9 (or higher in some cases) a month.

A link to these sites would be nice.

I can vouch for Wix. I used it for school twice now and it was incredibly user-friendly.

Also check with your ISP - some service providers give a certian amount of webspace as part of the package.

I used to have 20M of webspace with my old dial-up account. I lost it when I moved to my broadband account (I went for the cheapest of the packages, which ws the only one that didn't include webspace).
