Hellfire Crossbow

The Fiendish Codex II introduces this rather funky weapon in the hands of the orthons. The description says "Any devil that carries it can use a move action to focus the crossbow on a single target and let loose a stream of pure hellfire as a ranged touch attack." This suggests that you could get two attacks a round, but the monster description only lists one - but even more cool would be being able to use a move action to attack. Does anyone know if there's been any erratta or other comments for this, or is it really not just rather funky but James Brown-level?

WoTC sometimes has trouble with muddled clauses in their sentences; that can be read as (a move action) (to focus and then make an attack) or as (a move action to focus) (and then make an attack). The latter is more consistent with the game's usual rules.
