As you all know, healing between combats is important - especially at what price you heal. The DMG grants some tables for custom items and one of my players made an amulet of endless healing light wounds (price 1 [CasterLvl] * 1 [SpellLvl] * 2.000 [base] / 2 [self created] = 1000gold and some xp). It's obviously OP but what healing items would you allow/disallow? How do you allow/disallow custom items?

It's obviously OPNot really. Unlimited out of combat healing is not very hard to get, and doesn't really hurt the game in any way.

As for custom items in general, well, the guidelines are almost useless, you'll have to eyeball it (if you allow them at all) for each item.

It is nither game breaking or that powerful. It just makes fighters a little less dependant on casters and casters get a resorce they basicly already have.

If you are really worried about the speed of healing make the item for the level 0th spell for healing. Takeing a standard action to heal someone one HP isn't to great, and if you want to push the players into a resorce concervation issue for a series of fights then justg put them under a time crunch so they don't have time to heal everyone or even anyone. When chaseing a fleeing BBEG you don't have time to stop and heal for 15 min. (1 hp per round healing - 6 rounds per min - 90 hp healed in 15 min - that is really slow. If you have 15 min to yourself in a dungeon it is becuse you are able to rest at that location anyway.)

There are 10 rounds in a minute, but your point is well made.
