Is it possible to permanency spells like mending, endure elements, and prestidigitation (for keeping the item clean) to clothing?
If so how much would it cost? or is there an alternative?

Instead of using the Permanency spell, what about making the clothing into miscellaneous magic items which can cast the spells at will?

You can only use permanency on the spells it lists, so no you can't permanency those spells onto cloth. I would suggest either reseting magic traps or custom magic items.

Not on hand, no. May be in one of the lists on free stuff, or it could have been an advice one.

edit: I think it was in one of the "Forgotten Grimoire" articles.

while RAW this is true, i know a lot of DMs that will be a little more flexible as long as you get their ok first
