Quick question, Form of Doom (http://www.d20srd.org/srd/psionic/powers/formofDoom.htm) states that you can not gain this form if you are polymorphed or similar. If you were to gain a temporary template such as 'Feral' or 'Celestial' would you be able gain this form also or would the template block the manifestation?

Templates won't interfere with Form of Doom, because the templated form is your own form, assuming the template isn't aquired by a spell or effect. Form of Doom only cares if you are in a form other than your own.

So if the template was temporarily acquired through a power you would not be able to apply Form of Doom also, correct? Basically, FoD is not looking for the term 'form' or 'template' rather the rule is implied.

Correct.

This power functions only while you inhabit your base form (for instance, you can’t be metamorphed or polymorphed into another form, though you can use claws of the beast, and bite of the wolf in conjunction with this power for your regular attacks), and while your mind resides within your own body.

If you are a Celestial Human PsyWar15 (that is, a Human PsyWar with the Celestial template), and you manifest Form of Doom, it will work because Celestial Human is your base form, even though its a form with a template.

If you manifest a power that GIVES you the Celestial template, then manifest Form of Doom, you wouldn't gain the benefits of FoD, since there is other magic involved that changes your form, assumedly because the assumed form overrides the Form of Doom, and all of FoD's abilities are based on your appearance.

At least that's what I've gleaned out of it.
